The Emergency Management Services Department was previously known as the Community Safety Department. The change of the name was due to the total restructuring of the Department and two of its previous functions, namely Metropolitan Police Service and Environmental Health Service, being taken out of the Department’s organisational structure and sphere of responsibility.

The new Department came into existence on 1 July 2003.

Purpose
To render a community focused emergency management service to minimize the loss of life and property resulting from any emergency or disaster.

Vision
The leading african emergency management service, ensuring the community of Tshwane to develop and prosper in a safe environment.

Mission
To ensure, promote and sustain the safety of life and property according to relevant criteria and standards in order to enable the tshwane community to prosper by rendering cost effective, efficient and professional emergency management services.

Goals
Departmental goals are directly related to its core business and these are:
  • To provide the community with effective and efficient ambulance and emergency medical services in order to eliminate the loss of life.
  • To provide a comprehensive fire, safety and rescue service to eliminate the loss of life and property.
  • To co-ordinate and facilitate resources to identify and reduce risk, eliminate the impacts of disasters and emergencies on people, property, the environment and the economy of Tshwane.
