INVITATION TO ATTEND EMERGENCY EXERCISE, “OPERATION MASIBAMBANE”, 28 & 29 OCTOBER 2008

The Govan Mbeki CAER (Community Awareness and Emergency Response) committee will be coordinating the staging of an emergency exercise in Bethal this year . The Vision of the CAER Committee is to facilitate pro active emergency management to the benefit of the Govan Mbeki Community.

The main objective of the exercise is to test the inter disciplinary cooperation and assist in identifying areas of possible improvement to ensure that emergency professionals in the Govan Mbeki area has effective emergency procedures and resources to address incidents off site to the product owners’ facility. This will also ensure emergency preparedness in our area for the exiting 2010 soccer world cup.

The exercise -
An accident will be simulated in Holland Street Bethal (at the bridge crossing the railway line) involving passenger vehicles and chemical road tankers. One passenger vehicle will roll down the embankment and collide with a rail car transporting chemicals.

Fatalities and injured people requiring medical attention will be simulated.

Chemicals (Hexene/ Octene and Diesel) will be released from both road tankers and a rail car however no ignition of the flammable vapour cloud will occur. Solution used to simulate the release will be water mixed with fluoroscene and pose no danger to either humans nor the environment.

The exercise is scheduled to commence at 08:30, registration 08:00 at the site.
