General
In the 1990’s SAESI approached IFSAC (International Fire Service Accreditation Congress)
to compare the then SAESI syllabi which was being utilized to train firefighters
in Southern Africa. IFSAC determined that the theoretical content of the Preliminary
Course in Fire Technology and the Certificate in Fire Technology exceeded IFSAC’S
entry level programs in the certificate assembly namely NFPA 1001 [Firefighter I,
Firefighter II, Hazmat Awareness, Hazmat Operations and Level III medical]. 1994
SAESI was accredited by IFSAC as a provider of IFSAC registered programs and the
Preliminary and Certificate in Fire Technology was subsequently replaced by Firefighter
I and II respectively. These two levels would become the pre-requisite for entry
into the Higher Certificate in Fire Technology Examinations.
Mission & Goals
To ensure the Firefighters undergo continual proficiency training and assessments
as part of their on-going development.
To improve the performance and coordination of all certification efforts through the development and qualification of minimum performance requirements. To develop competent, safe, and effective Fire Service personnel by establishing minimum certification standards. To establish, publish and maintain valid procedures that measure specific levels of skills, abilities and knowledge consistent with international standards To establish and maintain guidelines that assist in the emergency services and related industries in the certification of all learners who satisfactorily fulfill certification requirements, as adopted by SAESI / IFSAC. To establish uniform national procedures for a consistent means of assessment.
Rationale
Our world is fast changing, and many phases of the Emergency Services and related
industries are technical and complex. Emergency services training must be utilized
and applied to its maximum potential. Any overlap, fragmentation, or lack of basic
structure must be eliminated insofar as is possible. Standardization is the natural
complement and necessity.
Standardization must ensure portability and “life long learning”.
Certification Committee
The Governing Body for Firefighter certification in Southern Africa shall hereafter
be referred to as the “SAESI ACCREDITATION COMMITTEE".
The committee shall comprise of a Chairperson, seven members, a secretary and the chairperson of the education committee, which may take on ad-hoc members when and as necessary, as allowed for by the constitution of the institute. Members of the Committee shall serve a four (4) year term and shall be democratically elected at the SAESI AGM. Members of the committee shall be affiliated with IFSAC accredited training center’s. Members of the Committee may be re-elected through constitutional process. In the event of the Chairperson resigning, or if for any reason cannot complete her / his term of office; the committee member nominated by the remainder of the committee shall assume the duties of the Chairperson for the remainder of the original term. Guideline Standards
The SAESI ACCREDITATION COMMITTEE has elected to use the following current NFPA
standards and corresponding IFSTA manuals or other approved reference manuals (5
year rule applies) as guides for developing certification standards.
